Respeto al Dr. Andrés Vanegas, pero no comparto en absoluto su manejo del Instituto de Movilidad de Pereira.
A los atropellos que le he comentado al Dr. Vanegas se suma la crisis insoluble de la movilidad vial como nefasta herencia que él aceptó, pero de la que tampoco ha logrado soluciones ni avances significativos. La ciudad sigue atrapada en esta caótica y desesperante inmovilidad.
No obstante, es justo reconocer que ha solucionado algunos problemas operativos que anteriores directores dejaron y que pusieron en riesgo trámites del usuario, para lo cual fueron claves sus conocimientos en materia tecnológica, exigencia que debería ser tenida en cuenta por futuros alcaldes a la hora de nombrar al director de Movilidad.
Pero el colmo de los males llega por causa de algunos agentes del Instituto dedicados a perseguir a los propietarios de vehículos poniendo comparendos a diestra y siniestra olvidando el sentido pedagógico, de advertencia, de educación vial y de persuasión.
Ciertos agentes se dedicaron a amargarle la vida a los propietarios de automotores en especial en ciertos sectores residenciales que están haciendo transición a zonas comerciales, de servicios y oficinas en Pinares, Álamos, Alpes y la Circunvalar en donde la presión es tal, que se rumoran casos de sobornos para evitar las cuantiosas multas que son aún más costosas porque llegan en operativos sorpresa con grúa a bordo.
Todo esto sin un pitazo de alerta y ante la imposibilidad de encontrar un costoso parqueadero disponible y es cada vez más difícil estacionarse en un lugar que no sea en la calle.
Los abusos de autoridad vial han llegado al extremo de desconocer los tiquetes de peaje como exoneración del pico y placa, tal como recién les ocurrió a directivos de la Sociedad de Arquitectos del Quindío, según me lo relató el Dr. Edgar Salomón Cruz, presidente del capítulo Risaralda que realizará en octubre Pereira el próximo el Congreso Nacional de Arquitectura. Qué vergüenza.
Los agentes de tránsito están levantando carros en sitios que no tienen señalización de prohibido parqueo, desconociendo que el Código Nacional de Tránsito ordena taxativamente a las autoridades de movilidad, la señalización de las vías. Quiere eso decir que lo que no está prohibido, está permitido.
Fracasó la propuesta política de construcción de parqueaderos en una Pereira convertida en un parqueadero a cielo abierto. Los únicos parqueaderos grandes son los patios donde llevan los carros multados cuyo negocio redondo no ha merecido un debate de control político en el Concejo.
Me niego a creer que haya orden del Dr. Vanegas o del alcalde Maya de perseguir a punta de comparendos a los propietarios de automotores. Sería el colmo.
